Taking a BLS-2022 league to an older BLS

Data for BLS-2022 is not backwards compatible, so data in BLS-2022 can not be used in older versions of BLS and can corrupt the data.

If a center has BLS-2022, then the league secretary must use BLS-2022 in order to share the league data.  Or vice versa.
