I tried what Jim suggested. I got it to accept an upload. Now, I quickly disconnected my internet after it started so it wouldn't upload, as I don't have my teams fully rostered and assigned yet, so I didn't want to actually upload...yet.
But I too like to upload standings prior to bowling week one, as I've done for multiple seasons. What I've done is remove the team standings from the sheets and display print rosters only, again so the bowlers can see where they are for the first night. If I left the team standings in, it would show them all forfeiting, with a warning to that effect.
I haven't written to the Seattle folks (developers), but I'm guessing that they may have initiated a "safety valve" to prevent an upload from being done prematurely. Advance to, say, week 3, then do the upload and it displays that message. So this may be to safeguard against that.
Still, that means that you can't upload until there's at least one recorded game. So, per Jim's suggestion, it might be good to insert some random substitute, enter one game on that line, and when you do your pre-first night upload, make sure it also doesn't display substitutes (and use the "T" on the scores entry screen so the team's roster isn't affected). You should then be able to do your upload...after that, return to scores entry and remove that score, then the sub as well, reset your standings, and you should be set.
