This error means that Windows is unable to connect to the security certificate's revocation server, which is used to determine if the certificate used to digitally sign the installer and application has been revoked. The server is http://validation.identrust.com
If that's set properly and you're still having trouble, the easiest way to fix it is to change an Internet setting in Windows.
Since BLS runs as Administrator, you may need to log in as Administrator and change these settings for that account.
In the search bar on the task bar, search for Internet Options.
Select the Advanced tab and then scroll down to the Security section as pictured below.
Then turn off or uncheck Check for server certificate revocation, highlighted below.
Click OK at the bottom of the window.
