BLS-2023 Install or Update fails on Windows Server 2008

Windows 2008 has reached end-of-life from Microsoft. While we cannot guarantee that BLS-2023 can install (or update) under Windows 2008, the following workaround may work to allow installing or updating.
  1. Open Regedit by holding the WINDOWS key and the R key together to bring up the RUN dialog and enter REGEDIT and press ok.
  2. Locate and then click the following subkey in the registry:   HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
  3. Inside the Installer key, click Edit, point to New and then click DWORD Value
  4. Type SecureRepairPolicy for the name of the DWORD and then press Enter
  5. In the Value data box, type 2, and then click OK 
  6. Locate and then click the following subkey in the registry:   HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
  7. Inside the Installer key, click Edit, point to New and then click Key
  8. Type SecureRepairWhitelist for the name of the key and then press Enter
  9. Double-click the SecureRepairWhitelist key to open it.
  10. Inside the SecureRepairWhitelist key, click Edit, point to New and then click String Value
  11. Set the name of the String Value to, the following name, which includes the braces:
    {FDC9A4FB-9635-4CDC-B9F5-130C9E6B90DE}
  12. Download the current installer for BLS-2023 and try installing.
