After upgrading to Windows 10, BLS no longer works

We have seen occurrences of the BLS no longer working after upgrading the computer with the BLS installed to Windows 10.
 
Do the following:
 
  1. Uninstall BLS
  2. Reboot the computer
  3. Reinstall BLS
  4. Reboot the computer.
