Bowlers Average May Drop Prematurely When Using The Absentee Pin Drop Rule

When the league rules are configured to drop a bowlers average after they have been absent for a specified number of weeks, the bowler's average may drop prior to reaching the designated number of weeks.
This problem will occur if the bowler record was initially configured as a VACANT.  When typing over the VACANT with the bowlers name, the previously entered "Vacant" scores can potentially be considered as absent since the bowler was not present.
To resolve this issue, the Bowler ID will need to be broken down into 2 records, one for the VACANT scores and one for the Bowler
