"key not valid for use in specified state" error during installation

The cause of this issue is unknown as related to your installation of Windows or other factors that is affecting the installation of software products, which include BLS-2015. This appears to be related to a Microsoft update and has been affecting the installation of several products from different companies. This issue started to appear in August 2014.
 
A solution that appears to work is the following:
 
Windows 8.1 / Windows 8 Installations
 
  1. Using your keyboard, press the WINDOWS key on your keyboard once. As an alternative, pass your mouse to the top right corner of your screen to display the charms screen and select search.
  2. Using your keyboard, enter %APPDATA% and press the ENTER key.
  3. This should bring up the File Explorer and display several folders. 
  4. Locate the Microsoft folder and open it.
  5. Locate the Crypto folder and open it.
  6. Locate the RSA folder and open it.
  7. Delete everything from within this folder.
  8. Close this windows and try reinstalling the program.
Windows 7 / Windows Vista Installations
 
  1. Click the Windows Start button.
  2. Using your keyboard, enter %APPDATA% in the "Search" field and press the ENTER key.
  3. This should bring up the File Explorer and display several folders. 
  4. Locate the Crypto folder and open it.
  5. Locate the RSA folder and open it.
  6. Delete everything from within this folder.
  7. Close this windows and try reinstalling the program.
