Wrong window size, Version 28.04.04 - 10/14

Upgraded to BLS-2016 28.04.04 (10/14) and now my side menu is missing, and when I open the program, the oval logo is offset to the right. 
 
the main window appears to be smaller left-right than it was before. 
 
I'm runnning BLS on a tablet/laptop, Windows 8.1 "With bing" 1280x800 resolution.

Odd. There wasn't any changes to the main screen.  Did you change your screen resolution font size to something other than 100% (96 DPI) which is required by the program?

No, I did not. Everything is the same as it was before. 
 
Upon some reloads, I determined it starts up at the correct screen size, the screen "Freaks out" by flashing a couple of times (unknown what's going on there) and then it's wrong. 
 
Maybe my screen is causing issues because it's a tablet/laptop (rotation or something occuring).
 
I've seen some programs that require an absolute L/R & T/B window size (like you do for the main screen) "snap back" if a user changes the size. Could you do something like that rather than locking the size in? I think that would solve whatever's freaking out.

Ignore the resolution - What do you have the DPI set to?   100% (96DPI), 125%, 133%, 150%, 200%?   If anything other than 100%, change it to 100%.

I stated in a previous post I did not change the DPI setting from defaults. 
 
I now consider this matter closed due to lack of help. 
 
I will be switching software next season, or going to manual processing of the league I run so I can at least get some support.

I understand you are saying you did not change the DPI.  However, at no point have you helped us tell us what that number is.  Is it 100% (96 DPI).

OK, let's leave it as this: 
 
I've not changed from defaults BECAUSE THERE IS NO SETTING IN WINDOWS 8.1 TO CONTROL IT. As a matter of fact, there's a warning on the very screen where scaling used to be in prior versions of windows "Can't Change the size of items on this display" There is NO DPI setting, NO Percentage, NOTHING but a grayed out slider, with the point locked all the way left ("Smaller") . 
 
As this IS NOT A DPI ISSUE, as nothing has changed other than the upgraded program which changes the physical size of the box it's being built on, please stop obsessing on DPI. 
 
The program starts out at around 7/8ths of my screen wide when it launches, the screen "Freaks out" then it comes back at around 5/8ths of the screen with everything pushed right. This is at 1280x800 resolution.

I took three tablets I use at home (Surface Pro 1 and Surface Pro 3 on Windows 10 and a Surface Pro 3 on Windows 8.1) and set their resolution to 1280 x 800 and DPI (Microsoft "dummy downed" the DPI term to be "change the size of text, apps and other items: 100%") and BLS-2016 28.04.04 appears normal with no flashing or changing of sizes or menu showing off screen or menu being a different size.
 
I also set a couple of Windows 8.1 and Windows 10 computers at the office to the same resolution and DPI and did not reproduce the issue either.
 
There were not any adjustments made in any BLS-2016 relating to display that would or could cause this.  We've also not had any other reports from any other customer regarding this issue, which leads me to believe this is something isolated to your particular tablet.
 
Double check the settings - Kerry gave a good link to settings info.
 
Also check your video drivers.  We've seen, from past years, drivers, such as what installed in some Sony tablets and laptops, not allow changing from a custom DPI that was 133% if I remember right.  They locked it in and prohibited changing.  It was an issue that affected many different software products, including ours.  They never fixed the issue before Sony exited the computer business.
 
Also, make sure you're not changing any compatibility settings in the shortcut for BLS, such as reduced color mode, run in 640x580, disable display scaling on high DPI settings or compatibility mode.
